1. Describe the problem
2. Define the target audience
3. Add relevant quantitative & qualitative data
4. Explain the solution to the problem
5. Describe the costs involved (not just cash, but also time and other resources)
6. Show the implementation timeline
7. Add objectives and KPIs that you will track
